The El Dorado County Board of Supervisors on Aug. 12 approved a new chief information officer (CIO) classification, authorized one full‑time equivalent CIO allocation in the Information Technology Department and directed human resources to update authorized personnel allocations and the county salary schedule.
County Human Resources Director Joey Carrasco told the board the change would replace the long‑standing IT director classification with a more strategy‑focused CIO role. "This item is to create a new job, specification, in IT chief chief information officer, CIO," Carrasco said. He said the county will recruit for the CIO position and, upon appointment, delete the existing IT director allocation.
The action implements a recommendation that grew in part out of grand jury findings, Carrasco said. "While we didn't agree with all of the grand jury recommendations, we did agree that it was time to update our IT leadership classification," he said. He added the new CIO classification is intended to be more strategy driven while maintaining minimum qualifications similar to the IT director role.
The board provided no public comment on the item before moving to approve it by voice vote. There was no roll‑call vote recorded in the transcript; the board approved the recommendation and directed human resources to publish the revised salary schedule and personnel allocation changes.
The county said the IT director classification had not been updated since 2018 and that the salary range for the new CIO classification will remain the same as the current IT director salary range.
The board’s approval authorizes HR to (1) adopt the CIO classification and assign it to the unrepresented department head bargaining unit and salary range, (2) add one FTE CIO allocation to the Information Technology Department and delete the IT director allocation upon appointment, and (3) update the authorized personnel allocation and publish the salary schedule.
No specific candidate was identified; recruitment will follow board approval.
The personnel change will be reflected in the county’s published allocation and salary documents once HR completes the administrative updates.
