Lincoln County commissioners approve appointments, budget amendments, jail reroof and one-time nonprofit payments

FAYETTEVILLE, Tenn. — The Lincoln County Board of Commissioners on Aug. 19 confirmed a slate of committee appointments and budget changes, approved a reroof of the county jail’s original section and authorized one‑time county payments totaling $7,000 for local veteran and nonprofit groups contingent on a matching contribution from the city of Fayetteville.

The board approved routine reappointments and committee placements, accepted several budget amendments across county funds and authorized work to replace the original 1990 roof on the county jail. The board also approved a county contribution of $5,000 to the Warrior Exhibit and $500 apiece to four veteran organizations — contingent on the city of Fayetteville matching those amounts — after members amended and approved the funding request during the meeting.

Why it matters: The actions set routine administrative staffing for advisory boards, move previously budgeted items into the new fiscal year where needed, and authorize capital work at the county jail that county staff said will require planning around inmate housing during construction. The nonprofit and veterans payments are one‑time operating appropriations tied to local support and the city’s concurrence.

The meeting opened with roll call and a motion to move the regularly scheduled September meeting from Sept. 16 to Sept. 23, which the commission approved by voice vote.

Appointments and reappointments The commission appointed James "Jim" Hammonds to the Board of Zoning Appeals to fill an unexpired term through January 2028. Waylon Young was approved to fill an unexpired term on the Board of Zoning Appeals through January 2026. Bonnie Caldwell was approved to serve on the Financial Management Committee to fill an unexpired term ending Sept. 2026; the clerk recorded two abstentions on that vote. The board reappointed multiple judicial commissioners and members of the three‑star housing committee and the Lincoln County Ethics Committee; those reappointments were approved by voice vote.

Budget committee and fiscal items The county’s budget committee recommended — and the full commission approved — a series of budget amendments in the general fund and other funds, and approved rolling certain unused highway obligations from fiscal year 2024–25 into 2025–26. The commission approved the county’s dead‑stock pickup contract after a roll‑call vote that returned 19 yes, 3 no and 2 absent; county staff had provided pickup counts and said the vendor had not increased its price from last year.

Public safety and facilities The commission approved option 1 for reroofing the original portion of the county jail, a project that county staff said will require coordination with the state to temporarily declassify capacity and to move inmates during construction. The sheriff’s office clothing allowance and other law‑enforcement budget items were also approved as presented.

Nonprofit and veteran support The board considered a request for a one‑time county contribution to the Warrior Exhibit and an amendment that added $500 grants for each of four veterans organizations. Commissioner Ginny Rose Walter, during debate on the amendment, said she supported the Warrior Exhibit while urging support for other local veteran groups: "I support the Warrior Exhibit... but we also have the VFW post 2167, and we have 3 American Legions that also contribute and do a great deal for the community," she said.

Other approvals The commission approved a memorandum of understanding between the town of Petersburg and the Lincoln County Sheriff’s Department and approved the surplus and sale of certain EMA assets, with proceeds to be returned to the county account specified by staff.
