That's a procedure problem,” the council member said.
The council member said the increase had been discussed informally during follow-up planning for road, sewer and water extensions and that someone had asked for the solicitation to be posted at $2.2 million. “This body had the option at that point to say, no,” the member said, arguing that members present should have been given a clear opportunity to reject the increase.
Other council members responded that the broader discussion and the bid solicitation had proceeded under what they believed to be proper procedure. One council member said they knew the bid was going out for the higher amount before bids opened. “I knew the bid was going out for that amount,” another member said during the exchange.
No formal motion or vote to change the recorded solicitation amount was introduced at the Aug. 19 meeting while the procedural concern was raised. Council members said they would review the prior meeting’s minutes and video to clarify whether the change had been formally approved.
The exchange took place during the meeting’s review of previous minutes and other administrative business and did not result in a formal reversal or new vote during the Aug. 19 session.
