Williamson County approves $25 million in CIP allocations; funds technology upgrades, 911 training center, and interim justice‑center work

The Williamson County Commissioners Court voted Sept. 9 to approve multiple capital and technology funding actions that county leaders said are intended to address urgent operational needs and to preserve competitive construction pricing on a large juvenile justice expansion.

Among the approvals, the court authorized: $5,000,000 in additional funding for the county’s enterprise resource planning (ERP) financial system; $2,600,000 for public‑safety computer‑aided dispatch (CAD) software; $4,600,000 for build‑out of a 9‑1‑1 training and backup center at the Lake Creek annex; $2,500,000 for a new enterprise asset‑management solution; $950,000 for broader Lake Creek annex work; $750,000 for design and permitting of a personnel muster facility; $2,400,000 for backup power at Jail North; $1,500,000 to replenish contingency for phases 1–2 of the juvenile justice complex project; and a $1,000,000 allocation to address closing and near‑term needs related to a recently purchased downtown building sometimes referred to in the meeting as the “lipstick” property.

Commissioners discussed procurement practices for master‑service agreements (MSAs), with one commissioner asking for “guardrails” so the court reviews and approves significant purchases before funds are spent. The court asked facilities, purchasing and audit staff to propose a process and return to the court for review. County staff said an MSA would allow faster emergency repairs while separate court approval would retain spending oversight.

County technology staff told the court both the ERP upgrade and CAD replacement are underway, that vendors have been selected and that funding must be available in fiscal 2026 to meet project timelines. Richard Semple of Technology Services said the public‑safety and ERP projects were “well underway” and that the county has completed vendor selection and is ready to proceed.

On the Lake Creek annex, county staff described plans to use the building for training and as a functional backup for 9‑1‑1 operations. The county estimated $4.6 million for the training/backup build‑out in FY 2026 and said additional infrastructure (radios, consoles, tower connectivity) would be funded separately by the Emergency Communications District. The commissioners approved the Lake Creek allotments 5–0.

The court voted 4–1 to allocate $1,000,000 toward the downtown building purchase and near‑term work; one commissioner opposed the allocation and said the county should wait for planned moves to free up space before investing more in the building. Staff said a $1 million allocation is intended to cover closing costs and immediate stabilization, and the final accounting of closing costs would be brought back to the court.

For the juvenile justice complex, county officials said contractor subcontracts and supplier pricing make it advantageous to lock in prices for later phases in the near term. The court asked staff to prepare a change‑order or commitment for phases 3–5 and said funding sources can be finalized in October when project accounting (P‑numbers) and arbitrage calculations are complete.

The court approved the allocations and directed staff to return with more detailed processes or project plans for items that commissioners said require additional governance, including MSAs and the precinct‑4/Taylor annex facility planning discussion.
