Pittsburgh officials review April 29 storm response after widespread outages, strained 911 and oxygen shortages

PITTSBURGH — Pittsburgh and Allegheny County emergency officials on July 23 recapped their response to the April 29 straight-line wind storm that knocked out power to hundreds of thousands, overwhelmed emergency communications and left some medically vulnerable residents without electricity-dependent oxygen equipment.
In a hearing convened by Pittsburgh City Council, city and county emergency managers described a response that relied on a virtual emergency operations center, mutual aid, volunteer groups and utility coordination while revealing three urgent operational problems officials pledged to address: a severely overloaded 9-1-1 intake system, large numbers of residents dependent on electrically powered medical oxygen, and limits to communications when cellular sites failed or were congested.
Why it matters: The storm affected a broad region and strained systems that residents rely on for life safety. Council members pressed officials for clearer liaison procedures and quicker, direct information to council offices during emergencies. Emergency managers said the event will change training, investment in resiliency (generators and batteries) and hazard mitigation planning — actions that affect recovery funding eligibility and future operational response.
What happened and how officials responded
City and county leaders said the storm arrived rapidly and caused widespread vegetation and infrastructure damage. “We had over 577,000 utility customers across the state without power,” officials noted in the hearing, and three people died in storm-related incidents.
Matthew Brown, chief of the Allegheny County Department of Emergency Services, said the county activated a virtual emergency operations center and coordinated situation reports with municipalities and utilities. Officials deployed damage-assessment teams and worked with voluntary organizations, including the American Red Cross, the Salvation Army and Team Rubicon, to reach neighborhoods and prioritize residents with access and functional needs.
Communications and 9-1-1 capacity
County leaders told council that 9-1-1 centers and the EOC remained operational, but the phone system feeding those centers was overwhelmed by call volume. Officials said the county saw about 6,700 calls in one hour and more than 25,000 calls over a four-hour period across the region; at one point a single minute generated more than 1,000 calls. “We were completely operational,” Matthew Brown said, describing how carrier networks and overloaded call queues caused effective outages even while centers remained staffed and on generator power.
Officials said loss of cellular sites and carrier congestion compounded the problem: many tower sites share power and, when batteries or generators failed, cellular coverage dropped. County staff reported 37 public-safety radio tower sites regionwide, with 18 operating on generator at the height of the event; radio systems continued to function on backup power.
Medical oxygen and other medical impacts
A substantial operational challenge was ensuring access to medical-grade oxygen for residents who depend on electric oxygen concentrators. City and county officials said they surged supply and logistics: the city increased refill pickups from its contracted supplier (out of the region) and drew down “grab-and-go” cylinders kept for emergencies; emergency medical services and the county arranged shelter and generator access for people using oxygen-concentrator equipment.
Adam O'Mille, deputy emergency management coordinator for the city, said the city doubled its inventory of regulator-attached “grab-and-go” cylinders and moved to daily refilling schedules during the immediate recovery period. County officials said they held follow-up meetings with industrial gas suppliers to ensure generator capacity and surge plans for future events.
Utility coordination and debris clearing
Officials said they coordinated restoration priorities with Duquesne Light, which considers life-safety sites and hospitals first, then large circuits and progressively smaller areas. City and county staff stressed that public works crews and forestry teams could not safely remove downed trees tangled with power lines until utilities confirmed circuits were deenergized and would remain so while crews worked.
Officials acknowledged public frustration about clearing times and said the safety imperative — preventing reenergizing while crews work on lines — required careful coordination with the utility and with first responders using hot-sticks or probes to verify deenergization.
Training, exercises and incident command
Emergency managers described ongoing training, from National Incident Management System/Incident Command System courses to large tabletop and functional exercises. Officials noted that exercises are intentionally rigorous to reveal weaknesses: one recently used a simulated hazardous-materials release scenario involving a train-truck collision.
Daryl Jones, chief of the Pittsburgh Bureau of Fire and the city’s emergency management coordinator, summarized priorities during incidents as “life safety, incident stabilization and property conservation,” and described a typical progression: first-responder command on scene, a unified command for multi-agency incidents, and a multi-agency coordination group at a policy level.
Council communication and public information
Council members pressed officials on the flow of information to elected officials during the storm. Several council members said they fielded many constituent calls and wanted clearer, designated points of contact and faster, direct information. Officials responded that the incident command system includes liaison and public information officer roles intended to manage external communications and rumor control and said they would make ICS-for-elected-officials training available to council.
Resiliency, generators and hazard mitigation
Officials said the event highlighted facility hardening gaps: some fire, police and EMS stations, and other city facilities, lacked generator power or sufficient fuel and battery backups. City planners and emergency managers said projects to install generators, solar-readiness and batteries at critical sites are under consideration, but are costly.
Planning staff described county and city hazard-mitigation planning work. The county’s multi-jurisdictional hazard mitigation plan (updated on a five-year cycle) is required for federal recovery and mitigation funding; officials said the county’s current plan is being updated and that municipal participation is required for eligibility. Steve Wilharm, emergency management manager, and planning staff said mitigation planning can improve access to grants but typically requires local match and coordinated project planning.
Lessons identified and next steps
Officials listed near-term and longer-term follow-ups: after-action reports and improvement plans, better integration of council and community leaders into communications trees, more training for elected officials and neighborhood volunteers, strengthened relationships with utility and industrial gas suppliers, and evaluation of mission-ready generator packages or permanent resiliency investments for critical facilities.
Council members said they expect a written after-action report and a clear communications protocol so council offices can get timely, authoritative situational updates; emergency managers said they will share sit-rep conclusions and work on outreach and training.
