The approvals advance multiple 2025 projects and routine construction payments. Board member Member 1 said of the Superfund work, “This is a mandate from the EPA.” The board approved the following recommendations and pay estimates by voice vote; individual roll-call tallies were not recorded in the meeting transcript.
The board awarded or approved: Northeast Asphalt for the 2025 asphalt milling project (low bid $113,308.50); PGA Incorporated for the 2025 Athletic Park parking lot project (low bid $216,127.22); PEMBA for the 2025 slip line repair project (contract recommendation $462,880); a change order request to GHD Services Inc. to respond to EPA information requests tied to the Wausau Water Supply Superfund site (total cost $76,388, with the city responsible for one-third and the two private potentially responsible parties covering the remaining two-thirds); pay estimate No. 1 to Community Infrastructure Partners for replacement of Lehi service lines ($544,507.28); pay estimate No. 2 to Earth Incorporated for Abel stormwater lift station rehabilitation ($512,306.45); pay estimate No. 2 to RC Pavers for the 2025 alley paving project ($16,841.25); and pay estimate No. 1 to Tweed Pierrot Mechanical for the public safety billing chiller replacement ($261,250).
Board members repeatedly noted the competitiveness of some bids. “Those are tight,” Member 1 said after staff read two nearly identical bids for the Athletic Park parking lot.
On the Superfund-related item, Member 1 said the requested scope was part of the EPA’s five-year review and the city would share roughly one-third of the $76,388 cost with Marathon Electric and Wausau Chemical covering the other two-thirds. The board moved and seconded the change order and approved it by voice vote.
In other business the board approved pay estimates and progress payments for ongoing projects after staff reported work status and reviews: the Abel lift station work had been reviewed by Strand and was described as roughly three-quarters complete; the alley paving project was described as complete and quantities reviewed by staff; and the chiller equipment for the public safety billing project was on site and approved by Leo (staff reviewer).
The board then voted to enter closed session pursuant to Wisconsin Statutes section 19.85(1)(g) for the purpose of deliberating on claims. The motion to go into closed session passed by voice vote.
