Mayor’s recovery office flags clerical errors in ARPA subrecipient identifiers; board accepts memorandum

The Board of Estimates accepted a memorandum from the Mayor’s Office of Recovery Programs on Aug. 6 documenting clerical errors in unique entity identifiers (UEIs) in grant agreements tied to American Rescue Plan Act funds.
Deputy City Administrator Shamaya Kearney, formerly chief recovery officer, told the board Baltimore received $641,170,126 in ARPA state and local recovery funds administered by the recovery office. For the 2024 single audit, Kearney said the office and six other city agencies identified 46 grant agreements out of 160 with missing or incorrect UEIs. She said the errors were clerical and did not affect grant implementation, and that accurate reporting to the U.S. Department of the Treasury had been maintained.
Kearney said the memorandum is for the record and that the recovery office will provide corrected UEI information to affected subrecipients in case of future audits. The board moved to approve the memorandum and voted in favor.
