The clerk recorded the final vote as 10 yes and 1 no (Council member Coombs recorded the lone no). The council’s action requires ratification at the start of the next meeting per the city attorney’s guidance, because it is a suspension of rules requiring a seven-vote threshold.
Council members said the intent is to avoid starting the council meeting while the listening session platform or staff are still switching over and to provide clarity for residents about when the meeting will begin.
