Board reviews policy-adoption process and OSBA updates; committee model debated

The Hermiston School District Board of Directors discussed a proposed process for reviewing and adopting board policies that relies on OSBA (Oregon School Boards Association) Policy Plus updates and a combination of committee and full-board review.

Dr. Mooney reviewed how OSBA provides quarterly policy updates and flagged that some items OSBA lists may not apply to the district. He told the board OSBA will "actually go through our policies and recommend language," including redlines and bracketed options for district choice on implementation details such as paid-leave language.

Board members debated whether to move more policy work into regular meetings as first and second readings or continue using a standing policy committee for complex items. Mark Mulvihill suggested pulling policy items out of a consent agenda for discussion when needed. Another board member said a policy committee could do deeper drafting for complicated items and then present a recommended version to the full board.

The board noted OSBA will sometimes recommend that a district delete policies that are no longer applicable and that OSBA's policy materials often show specific language changes. Dr. Mooney said the district would prioritize certain policies (he cited personal electronic devices policy code JFCEB as an example of a likely high-priority item) and would work with HR or other administrators to recommend language when OSBA provides options.

The board signaled support for a measured approach that balances timely compliance with careful review. OSBA-led webinars on policy updates scheduled for Sept. 4 were shared as resources for board members and staff.
