Summary
The Nevada Gaming Control Board and Nevada Gaming Commission approved Boomer’s Sportsbook LLC to operate a manned sportsbook and kiosks at Casino Fandango in Carson City, conditioned on surveillance inspection and reporting requirements. The operator said it will open Sept. 1 and offer a $250 signup match and reduced NFL vigorish.
Boomer’s Sportsbook LLC won board and commission approval on Aug. 21 to operate a manned sportsbook and two kiosks at Casino Fandango in Carson City, provided specific surveillance and reporting conditions are met before accepting wagers.
The commission and control board said the approval is conditioned on an installed, inspected and approved surveillance system; an executed reserve agreement approved by the Nevada Gaming Control Board Tax and License Division pursuant to Nevada Gaming Commission regulations 5.225 and 2.220.040; ticket-writers being employees of Boomer’s (except as otherwise approved); reporting changes in intercompany agreements to the Control Board within 30 days; and prior administrative approval before converting kiosk-only operations to manned satellite operations or vice versa.
Why it matters: The approval allows Casino Fandango to keep a sportsbook in place ahead of the football season and preserves customer access to wagering at the property. The conditions place the operator under active compliance oversight on surveillance, revenue-sharing contracts and operational changes.
Boomer’s president and CEO Joe Asher told the board the company planned to open the Fandango book on Sept. 1. Asher said Boomers will deploy a staffed sportsbook plus two kiosks in the footprint currently used by William Hill and that point-of-sale terminals, kiosks and surveillance connections would be moved and tested overnight after William Hill leaves. He said Boomer’s mobile apps are live in the Apple App Store and Google Play Store and that the company will offer a signup match of up to $250 and a minus-105 line on every NFL side this regular season to attract customers.
Board deliberations focused on readiness, staffing and the surveillance condition. Commissioners and board members said they were satisfied with negotiated surveillance language that requires an inspection and approval by the Control Board enforcement division before any wagers are accepted. One board member noted staffing and contractual terms are typical for satellite sportsbook arrangements and that administrative prior approval is needed for any material operational conversions.
The motion to recommend approval was read into the record and approved by the commission in Las Vegas after a prior recommendation from the Gaming Control Board. Voting on the motion recorded Member Assad voting “Aye,” Member Sandahl “Aye,” and Chairman Dreitzel “Aye.” The board and commission accepted the negotiated surveillance language and the set of five numbered conditions included in the motion. The operator thanked agency staff for accommodating a special meeting to allow the license to be in place before the start of the season.
What’s next: Boomer’s will request a surveillance inspection from a Control Board enforcement agent once equipment is installed and tested; the conditions require the surveillance approval be completed prior to accepting wagers. The operator said it expects to begin taking bets midday on Sept. 1 pending that inspection.
