Sullivan County’s chair told the Legislature she intends to reinstate a Charter Review Commission and asked each legislator to recruit potential members from their districts, aiming to convene the commission by October or November. The chair said the county charter calls for a charter review every 10 years.
Legislators discussed the size and composition of the commission. The chair and other members referenced past review efforts, noting earlier commissions had varied in size; the chair said the commission has typically been nine members but past efforts involved up to 13 participants including outside advisers. One legislator confirmed nine letters of interest had been circulated to members.
The chair said one recurring topic is whether the county should adopt a county-executive form of government, but stressed that any decision to change the charter would be placed on the ballot for voters to decide. Another legislator noted the issue of staggered terms is currently in the appellate court and therefore unresolved at this time.
No formal vote was taken at the meeting to create the commission; the chair asked members to return names of candidates and indicated the Legislature would decide how to proceed with appointments and composition in coming weeks.
