Commission denies red‑curb request at Calle De So To/Calle Niña after neighborhood opposition

The Planning Commission on Aug. 20 voted to recommend against forwarding a staff proposal to add red curb at the intersection of Calle De So To and Calle Niña, after neighbors objected to losing parking near a narrow residential street.
Staff presented a traffic analysis showing constrained sight lines when large vehicles park near the intersection and noted 6 letters in opposition citing parking loss. The project area already includes a stretch of parking limited by a curve; staff said roughly 35 linear feet of the pole‑to‑pole curb would be the practical area affected, although state law (AB 413) now prohibits parking within 20 feet of many intersections regardless of curb paint.
A resident who lives at 502 Calle De So To spoke against the red curb at the public hearing, saying she has lived on the street for decades, has not observed accidents and that the change would push parking to other neighbors’ houses. Commissioners discussed enforcement of the 20‑foot daylighting requirement, the narrowness of the street where parking occurs on both sides, and tradeoffs between sight‑line improvements and loss of parking. Several commissioners urged enforcement of the new daylighting law as an alternative to permanently painting curb.
On the motion to deny staff’s recommendation to install red curb as proposed, the commission voted unanimously to not recommend the red‑curb installation to City Council.
