City moves to codify 12% hotel tax rate; ordinance introduced and first reading waived

The San Gabriel City Council on Aug. 19 introduced Ordinance No. 721 to amend the municipal code so it accurately reflects the city's 12% transient occupancy tax (TOT) rate that voters approved in March 2013.
Finance Director Will Kahulakula explained the amendment is administrative in nature: the city has been collecting TOT at 12% since voters approved the increase in 2013, but the municipal code language had not been updated to match the approved rate. Kahulakula said the ordinance does not create a new tax or raise rates; it simply reconciles the municipal code with the voter-approved rate.
The council voted unanimously, 5-0, to introduce the ordinance by title, waive the first reading and schedule a second reading and adoption at the next regular meeting. Staff said there would be no fiscal impact because no new rate change is involved; the action is a code-codification step to align the municipal code with past voter action and ongoing practice.
The council made the introduction with no public speakers on the item.
Next steps: second reading and formal adoption will be scheduled at a subsequent council meeting as the ordinance moves through the final adoption process.
