College Station ISD trustees approve library-policy update, DOI grievance exemption, insurance renewal and delegate TEA contracting; name TASB delegate

The College Station Independent School District Board of Trustees on Tuesday approved a set of administrative and policy items in a series of unanimous votes, including a library-policy update, a District of Innovation (DOI) exemption tied to new state grievance rules, a property-and-casualty insurance renewal and procedural authority to contract with the Texas Education Agency on recapture matters.
On policy EFB local, trustees approved option 1 — a board-level policy update that complies with Senate Bill 13 while not establishing a School Library Advisory Council (SLAC) unless petition thresholds are reached. Ms. Goolsbee and librarians recommended the option to preserve librarians’ ability to manage collections without adding a SLAC unless parents petition for it.
Trustees also voted 7–0 to add a provision to the district’s DOI plan to exempt certain grievance-rule changes included in Senate Bill 12. The district said the exemption preserves the current grievance timelines and the practice of bringing level-3 grievances to the full board; staff said the new state timelines (including a 60-day filing period) could delay investigations and allow parents to bypass campus-level administration.
The board approved the district’s recommended insurance renewal and coverage layers, accepting a renewal package through Travelers that administrators said reduced overall premiums by about $166,000 while avoiding a larger deductible on auto liability proposed by an alternative insurer. Trustees also authorized the superintendent to execute a contract, if needed, with TEA under Texas Education Code provisions related to purchase of attendance credits and recapture procedures; staff said this delegation is a TEA-required step if the district later seeks copper-penny funding that would trigger recapture provisions.
Trustees named Kimberly McAdams as the district’s TASB delegate and Ms. Wilson as the alternate for the 2025 Texas Association of School Boards delegate assembly. The motion carried 7–0.
All motions in this package passed unanimously with recorded tallies of 7–0. Several items were presented as routine consent or required administrative delegation; staff told trustees they will continue to provide updates on implementation and any TEA guidance relating to the enacted state legislation.
