Kuna Council approves four annexation and irrigation ordinances; waives readings

The Kuna City Council on July 29 approved four municipal annexation and zoning ordinances and an ordinance enlarging the Kuna municipal irrigation system, directing staff to update maps and provide required notices.
The council voted to waive three readings and then approved the following ordinances:
- Ordinance 2025-21: Annexation and zoning of Ada County parcel S1312233600, owned by Toll Southwest LLC — approved on roll call. - Ordinance 2025-22: Annexation and zoning of Ada County parcel S1315449280, owned by Teko 1 LLC — approved on roll call. - Ordinance 2025-23: Annexation and zoning of Ada County parcel 5070502020, owned by Misty and Noel Hutton — approved on roll call. - Ordinance 2025-24: Inclusion of Black Creek LP property into the Kuna municipal irrigation system and declaration of related water rights; council directed the city engineer to notify the Boise-Kuna Irrigation District and update the irrigation map — approved on roll call.
For each ordinance the council first voted to waive three readings, then voted on final approval. Roll-call answers recorded for the final approvals show affirmative votes from Council Members McPherson, Biggs and Laraway and Council President Bruce in several items; specific roll calls varied by ordinance but each ordinance passed.
Council members offered brief thanks to city staff for completing long-running items; one council member singled out staff member Adam for work concluding a multi-year matter.
