Council approves improvement agreement for Manteca Luxury Apartments, including traffic signal at Lathrop Road

The City Council on Aug. 19 adopted a resolution approving the improvement agreement for the Manteca Luxury Apartments and authorized the city manager to sign and take necessary steps to effectuate the agreement.
City staff described several public improvements the developer will fund or construct, including a traffic signal at the driveway by Raley's to improve access and safety on Lathrop Road. Council members said the signal addresses a longstanding safety issue at the Raley's driveway and noted additional roadway smoothing and other improvements completed or planned by the developer to mitigate traffic impacts from the apartments.
Council members discussed costs presented by staff: the signal itself was described at about $450,000 and other roadway smoothing and approach repairs at about $223,000, which together were cited as roughly $675,000 in on-site improvements associated with the project. Those figures were provided by council members during discussion and attributed to staff and the applicant.
The council motion to adopt the resolution came from Council Member Breitenbucher and was seconded by Council Member Moriwick. The vote was 5-0.
The resolution authorizes the city manager to execute the improvement agreement and required steps to ensure the public improvements are constructed.
Council members praised staff and the developer for addressing traffic safety concerns that predated the apartment proposal and emphasized the importance of coordinating improvements before new occupancy.
