Riverdale council adopts first‑responder mental‑health policy, certifies primary election results

Riverdale City Council voted Tuesday to add a state‑driven first‑responder mental‑health counseling provision to the city personnel manual, and to certify results from the Aug. 12 municipal primary election. The council also appointed Leslie Shoop to the Riverdale City Planning Commission and approved minutes from recent meetings.
City Administrator Brooks, introducing the personnel change, said the amendment implements requirements from recent state legislation and provides counseling resources for police and fire personnel. "This is stuff that's part of the job, and it's really our obligation if we want them to go out and do the things they do that we have this resource available to them," Brooks said.
Brooks asked the council to adopt the amendment, identified in the agenda as Resolution 2025‑30. Council members moved and seconded the measure and the council voted unanimously to adopt the change. The resolution updates the Riverdale personnel policies and procedures handbook; the agenda packet described the addition as new material added since the handbook's 2021 edition.
Riverdale City Recorder Maragoni presented the official canvass of the Aug. 12 municipal primary as Resolution 2025‑31. Maragoni reported the city has 4,100 active registered voters, and said 86 ballots were received; eight ballots were rejected, leaving 78 counted. Maragoni stated that figure represented 26.29% turnout and noted the county average was 27%. She also said 4,166 ballots were mailed and 102 were returned as undeliverable. The council voted to certify the canvass unanimously.
On a consent agenda item, the council appointed Leslie Shoop to the Riverdale City Planning Commission. Mayor and councilors moved and seconded the appointment and approved it by voice vote; Shoop will work with planning staff on onboarding and training. The council also approved minutes for July and August meetings as presented.
