Mankato council approves gas facility permit, supportive housing plat, two rezoning measures and handbook updates

Mankato City Council approved a set of land‑use and procedural items during its July 28 meeting, including a conditional use permit and variance for a natural gas utility site, rezoning and final plat approval to allow a 40‑unit supportive housing project, rezoning for a residential subdivision, and updates to the council handbook.

The council unanimously approved a resolution granting Northern Natural Gas a conditional use permit and a variance to expand fencing around existing gas facilities at 1204 and 1210 Warren Street so the company can install a heater unit and meet federal security requirements. Staff told council the work addresses pressure reduction on a feeder line and a cooling effect that can cause freezing; the fence height request was described as necessary to meet Federal Energy Regulatory Commission and Pipeline and Hazardous Materials Safety Administration guidance. Council member Deacon moved approval and council member Metler seconded; the motion passed by voice vote.

On a separate land‑use package, the council approved an ordinance rezoning a roughly 1.77‑acre former city snow storage site (north of the Burger King on the western side of the city) from M1 (Light Industrial) to OR (Office‑Residential), approved a final plat for Mankato Housing LP, and vacated alleys and a portion of Sibley Parkway to allow a planned unit development with a supportive housing building of about 40 units. Staff said the applicant requested reduced parking (the code standard would require about 80 stalls) and proposed proof‑of‑parking language to allow expansion if needed. Council member Lavin moved approval and council member Melby Kelly seconded; the motion passed by voice vote.

The council also approved rezoning the Germania Park addition from P1 (Planned Industrial) to R3 (Limited Multiple Dwelling) at the request of Fisher Development; staff said the zoning conforms to a small area plan and the project will include single‑family dwellings and community land trust ownership for some units. Council member Deacon moved approval and council member Tampa seconded; the motion passed by voice vote.

The consent calendar was approved earlier in the meeting by motion and second; no roll‑call tally was recorded in the minutes for that voice vote.

Finally, the council approved updates to the city council handbook, including revised meeting flow, updated committee lists, new rules of decorum appended as a flowchart, and a recommendation to retitle the city manager’s report to “council business.” The handbook approval included a council amendment removing the phrase about “organizing the annual council retreat” from the at‑large council member duties. Council member Lavin moved approval of the handbook with that amendment and council member Metler seconded; the handbook was approved by voice vote.
