Chemung County IDA authorizes 90-day disposition notice and land-development agreement for proposed Amazon site

The Chemung County Industrial Development Agency on Aug. 14 adopted a resolution authorizing several actions related to a proposed Amazon facility on property at Sperry Ave, Kayla Road and 682 Low Road.

The resolution, read into the record by staff, authorized the IDA to: 1) issue a 90-day notice of disposition as required by the Public Authorities Accountability Act; 2) execute a land development agreement with license and exclusive option and other related documents with Amazon.com Services, LLC or an entity formed on its behalf; and 3) adopt a negative declaration under the State Environmental Quality Review Act (SEQRA) relating to the project.

Board members moved the resolution and took a roll-call vote. The roll call in the transcript recorded the following affirmative votes: Mike Contando, Warren Roman, Leanne O'Brien, Ted (surname not specified), Mark Harrison, Mike Collins and Marty Chalk. The chair announced the motion passed.

Staff did not read the full land-development agreement text into the record during the public portion of the meeting; the resolution authorized staff to proceed with execution and required the 90-day disposition notice before final disposition as specified by the Public Authorities Accountability Act. The negative declaration adopted by the board indicates staff concluded the proposed disposition and development do not require further environmental review under SEQRA based on materials before the agency.
