RTC approves interlocal agreement to develop Safe Routes to School plan for Fernley

The Carson City Regional Transportation Commission unanimously approved an interlocal agreement with the City of Fernley to fund the development of a Safe Routes to School master plan for Fernley, the commission was told.
Scott Bohemia, Western Nevada Safe Routes to School coordinator, said the Western Nevada program — managed by Carson City Public Works under a cooperative agreement with the Nevada Department of Transportation (NDOT) — provides safety guidance and services to schools in Carson City, Douglas, Lyon and Storey counties. For the Fernley plan, staff proposed a professional-services contract for $100,000; NDOT will reimburse 95% and the City of Fernley will provide the required 5% local match.
Bohemia clarified a terminology point in the packet: although Fernley has six schools, Fernley Elementary and Fernley Intermediate share the same property, so the agreement lists five study sites rather than five distinct schools. “So technically, there are 6 schools in Fernley, but we'll have 5 study areas,” he said.
Commissioners sought assurances that the funds for this project would not be taken from other Safe Routes activities. Transportation manager Chris Martinovich confirmed the program budget includes $235,000 originally designated for consultant support; the Fernley project will use a portion of that allocation and not detract from other committed activities. “In the agreement with NDOT, we originally put the $235,000 for consultant services,” Martinovich said when asked whether money was available.
Commissioner Maloney noted the presence of Union Pacific Railroad tracks through Fernley and said the plan should account for trespass risks and safety measures near grade crossings. Bohemia agreed and said staff would consider railroad-related safety measures in the study.
The motion approved the agreement, with authority for the transportation manager to execute the interlocal agreement and to approve future amendments that extend the time for performance or increase Fernley’s local match, if needed. Fernley City Council had already approved the agreement with the packet correction from “5 schools” to “5 sites.”
