Fiscal Court commits $30,000 match for Allen Lane realignment after CSX design requests

Oldham County Fiscal Court voted Aug. 5 to commit a $30,000 county match to cover a design-phase cost increase for the Allen Lane realignment and railroad underpass project.
County Engineer Jim Sullivan told the court the design increase of $150,000 stems from additional CSX requirements related to temporarily moving and then restoring track during construction. Sullivan said the total $150,000 increase would be covered 80% with federal funds and 20% by the county, making the county’s share $30,000.
The county originally expected construction letting in July 2025 but staff said CSX coordination and state scheduling pushed that timeline; KYTC leadership indicated an October letting that may bundle Allen Lane with a nearby 393 underpass project. Sullivan warned that delaying the county match could jeopardize reimbursements or stall the project.
Magistrates discussed potential budget sources and asked staff to identify line items to cover the $30,000 without later needing emergency amendments. Several magistrates said they preferred drawing from transportation capital project funds rather than trimming engineering operations.
The motion to approve the $30,000 commitment passed by voice vote. County staff said they will coordinate with KIPTA/KYTC and report back on the construction letting schedule and line-item adjustments.
