Commission hears AVP request and survey status for volleyball tournaments; members raise safety and security concerns

Lisa said the AVP submitted a new addition to its long-term application for 2026–2028 and that staff will bring the AVP request back for further discussion before forwarding the commission’s recommendation to city council. She said AVP’s proposed dates generally align with junior tournament dates except for the 2028 year, which staff and organizers are still reconciling.
Commissioners discussed a volleyball-survey effort; Lisa said JVA/AAU/AVP organizations will distribute the survey and staff will keep it open through October to collect more responses. Commissioners urged the organizations to send reminders because response spikes typically happen at the start or close of a survey.
Several commissioners raised safety concerns following recent tournaments. Elka (commissioner) reported an incident during volleyball play in which an unhoused individual allegedly harassed attendees, vaped near a child and later urinated on the strand; police arrested the individual after responding to another call. Lisa said event producers are often required to hire private security and that the city can require security for future tournaments if problems persist. Commissioners noted that police resources may be strained during busy weekends and suggested working with event producers to include security in contracts.
No formal action was taken on the AVP request at the Aug. 5 meeting; staff will return with the AVP application and survey results for further discussion before making a recommendation to council.
