Commissioners vote to remove YouTube links from official minutes

The Bourbon County Board of County Commissioners voted Aug. 4 to remove YouTube links from the bottom of its official minutes and approved the corrected minutes for July 21, July 23 and July 28.
Commissioners said they were concerned that relying on a YouTube link in perpetuity could leave the county unable to produce archived meeting recordings in the future if the external service were unavailable. A commissioner moved, “I move that we strike YouTube from the listing at the bottom of the official,” and the motion was adopted. The board then approved the three sets of corrected minutes.
Commissioners and the county clerk discussed whether the practice of embedding external links is new and whether the county should instead retain copies on internal media. One commissioner said they would prefer extracting and saving recordings to a flash drive rather than leaving a cloud-only link in the permanent record. The clerk said the office could remove the link and preserve recordings by other means.
The action changes how the county will present archival references in its official minutes going forward; the board did not adopt a written archival policy at the meeting but instructed staff to remove the links and preserve records by alternate backups.
The consent agenda that followed — accounts payable and payroll disbursements for late July and early August — was approved in a separate vote.
