Staff said Arcadia Way was the second-highest ranked street on the FY 2024-25 traffic-calming prioritization list. The neighborhood convened a community traffic-calming meeting to develop a plan; staff then mailed ballots to all households in the affected area per the city's traffic-calming policy. Staff reported 229 total households, 118 ballots returned (52% return rate, exceeding the 50% requirement), and 86% of returned ballots in favor of the plan (exceeding the 67% support threshold required by policy). Because the neighborhood met the ballot-return and support requirements, staff recommended implementation.
The community-developed plan calls for four speed cushions along Arcadia Way and a flashing beacon in each direction at an uncontrolled crosswalk near the neighborhood school and adjacent park. Staff confirmed ballots and the plan materials were mailed in English and Spanish and that ballots could be returned by mail, email or in person; staff said they also provided weekly updates during the ballot period to residents who requested them.
A commissioner moved to approve the plan recommendation to City Council; the motion passed on roll call. Staff said implementation would proceed after council approval and coordination of construction scheduling.
