Council moves to lower supermajority for overruling taxi commission, continues ordinance one day for code edits

The Los Angeles City Council reconsidered the taxicab rates item and voted to change the ordinance governing the Taxicab Commission so that the council may overturn or modify commission decisions by a two-thirds council vote rather than the current 12-vote requirement.
Council Member Bernsen asked for reconsideration of item 1 to align the Taxi Commission’s review process with other city commissions. Council Member Savornich seconded the request to reconsider. After debate, several council members including Holden and Bernsen argued the change would reduce procedural friction and bring the taxi ordinance into conformity with other municipal boards.
The council approved the motion to amend the ordinance and then voted to continue the item one day at the request of the city attorney so the attorney could draft and include the correct administrative-code sections alongside the municipal-code changes. The clerk recorded 13 ayes on the roll call and the presiding officer announced the item approved for continuation.
Council members asked the city attorney and staff to ensure both the municipal code and the administrative code sections needed to accomplish the change are prepared and returned with the ordinance language for final adoption the following day.
No change to taxi rates was adopted during the meeting; the action was limited to changing the decision threshold and asking for the city attorney’s drafted code sections to be returned with the ordinance.
