City Council limits general manager contracting authority to $150,000 per contract

The Los Angeles City Council voted to amend an ordinance to limit a general manager’s delegated authority to enter contracts to $150,000 per contract and to encourage proprietary boards to treat the $150,000 cap as a total-per-contract limit rather than permitting repeated 150K renewals that avoid board review.
Council Member Holden moved the amendment, which the council adopted after debate. The council clerk recorded 14 ayes on the roll call and the presiding officer declared the item approved.
Holden said the amendment was prompted by repeated instances in which contractors received successive contracts that individually fell below a prior dollar threshold, but cumulatively exceeded what council members intended to reserve for board approval. “Sometimes when the limit was $50,000, they would issue a contract for $49,000 and then another $49,000, and the list goes on,” Holden said during debate, urging a clearer cap so the board would be informed of continuing business with the same contractor.
The city attorney advised that the council’s action would be a request to the Board of Water and Power Commissioners and other proprietary boards to interpret the delegation as a per-contract cap. The attorney confirmed that the ordinance grants the board authority to set or withhold a cap, but the council may direct boards to impose a single-contract limitation.
Council members agreed the change should be considered part of the board-level rules governing delegation. Following Holden’s motion to amend item 3 to include the $150,000-per-contract limit, the council opened and closed the roll and recorded 14 ayes, approving the amendment.
The council also received and filed a related item (item 7) that staff said overlaps with item 3. After the vote on the amendment, the presiding officer proceeded to other business.
The action changes how delegated contracting authority may be exercised but does not itself prescribe enforcement mechanisms; the city attorney and council indicated any further code edits or implementation details would follow through the boards and subsequent ordinance language.
The council did not record individual yes/no votes by name in the public roll; the clerk announced the final tally.
The council’s amendment will be transmitted to the affected proprietary boards for implementation and to codify the council’s direction in the relevant municipal code sections.
