A staff member told the committee that “this is a statutory requirement. Whenever the, city county library intends to enter into a long term lease of its property, being a city county agency, it requires the approval of both of the county commissioners and the city council.” The property was described in the resolution as located at 103 West Broadway Street North, Lots 1 through 3 and 5 through 11, Block 14 of the original town of Owasso.
Committee members asked whether the project is new construction or an expansion; a committee speaker said they were unsure and referenced a recent newspaper article.
