Planning commission approves site plan amendment for proposed worship facility on Hogan Road

The Temple Planning Commission on an unspecified date recommended approval of an amendment to the site development plan for approximately 7.903 acres at 7955 Hogan Road to allow a worship facility and classrooms.
Principal planner Cheryl Maxwell presented the site and said the property “is just under 8 acres” and that the applicant proposes to develop about 3.7 acres with a main building described as “the worship facility and classrooms, about 18,000 square feet,” plus a storage building, a pavilion and parking for about 284 vehicles. Maxwell said the landscape plan provides about 55% landscaped area whereas five percent is the minimum requirement, and screening adjacent to single-family zoning will be provided: a six-foot solid hedge on the east side and a six-foot solid wood fence on the south.
Maxwell told commissioners that Hogan Road is designated as a community collector on the city thoroughfare plan and is included in a Capital Improvement Program segment that would eventually widen this portion of Hogan Road to three 12-foot lanes with storm sewer and six-foot sidewalks on both sides. The applicant proposes 5.5-foot internal sidewalks that will tie into the Hogan Road sidewalks; staff also noted that five fire hydrants will be required along an improved surface and that sewer and water lines are available nearby.
Staff recommended approval subject to conditions including compliance with the prior 2004 PD ordinance conditions that remain in effect, review and approval of the final subdivision plat in compliance with the fire code and that major changes return to the planning commission and city council. Maxwell noted the property’s 2023 PD amendment history and that the change to a worship facility represents a “significant change” requiring the site plan amendment before the commission.
Commissioner Prager moved to recommend approval per staff recommendation; Commissioner Carney seconded. The roll call vote was unanimous and the motion carried. The case is scheduled for final action by the City Council on Aug. 7.
The commission’s recommended approval includes required screening adjacent to residential zoning, required hydrants and sidewalks tying into future Hogan Road improvements; the subdivision plat and final engineering will determine the timeline for construction and any additional on-site infrastructure required by the fire code.
