City auditor reports 29 fraud hotline reports since September launch; annual summary planned

Joe Throneberry, senior forensic auditor, reported to the Audit Oversight Committee on July 21, 2025, that the City of Las Vegas fraud hotline has received 29 reports since it launched on Sept. 23, 2024. The hotline accepts reports 24/7 via phone, mobile device and online and supports English, Spanish and Tagalog.
The fraud committee, comprised of the city manager, city attorney and city auditor, meets monthly to review hotline activity. Throneberry said action is taken on all reports: investigations are opened when warranted, matters are referred to human resources or public safety when appropriate, or reporting parties are given guidance on the proper agency to address identity‑theft or other concerns.
Throneberry said the Audit Office and city attorney are evaluating what information can be included in a public annual summary without compromising ongoing investigations. The office intends to publish a high‑level annual report and keep the fraud hotline as a standing item on future Audit Oversight Committee agendas. Several committee members asked whether outstanding investigations would be reflected in future summaries; Throneberry said there are active investigations and the office is working with the city attorney to determine suitable public reporting while investigations remain open.
