Commerce City holds public hearing and adopts 2025'029 CDBG consolidated plan and 2025 annual action plan

Commerce City held a required public hearing on the Community Development Block Grant (CDBG) 2025'029 consolidated plan and the 2025 annual action plan. George Lewis, community programs and projects coordinator, presented the plan overview and explained the city's role as part of an Adams County consortium and the scope of eligible activities.

Lewis said the consolidated plan identifies priorities for public infrastructure, community facilities, housing rehabilitation, economic development initiatives and public services and estimated the plan aims to assist roughly 2,500 individuals via public facilities/infrastructure, 1,500 through public services and rehabilitation of about 250 owner-occupied housing units. The plan reflects community input collected through surveys and stakeholder meetings and will be submitted to HUD by the required deadline.

Council members asked clarifying questions about program eligibility and income boundaries tied to other programs (for example, an ARPA-funded ACT program whose boundary and income rules differ). Lewis confirmed the ACT program's eligibility area and income limits are separate from CDBG and that CDBG-funded homeowner rehabilitation is available to qualifying residents outside the ACT boundary.

After the public hearing closed with no public speakers registered, Council Member Chacon moved adoption of Resolution 2025-069 approving the consolidated and annual action plan; the motion passed unanimously by roll call. Staff will submit the adopted plan to HUD before the deadline and begin administering projects consistent with the plan.
