Commissioners consider splitting $53,358 cost to replace Wolf Creek Lake dock; staff asked to seek alternate bids

Jenny Tackman, the county’s economic development director, said Evergy and Wolf Creek staff identified the dock’s walkway as needing replacement. The vendor estimate she presented — from “Nico Sullivan Marina Company” of Oklahoma — put the total cost at $53,358. Tackman said Evergy had offered to pay half and the county would be asked to pay the other half, roughly $26,679.
Tackman described the proposed unit as a galvanized steel frame with composite decking; the quote included removal of the old structure and installation. Commissioners asked for photographs of the existing dock and for staff to solicit at least one additional bid, preferably from local marinas, and to confirm that the county and Evergy share the same technical specifications before the county commits funds.
Tackman also told the board she has $25,000 budgeted this year in the economic development account for lake repairs, architects and appraisers, and $40,000 budgeted for infrastructure (about $8,000 already spent). Commissioners asked staff to confirm whether the county’s available funds could cover a half share and to check whether Wolf Creek or Evergy would accept alternate bids that meet the same specifications.
Usage and public context Tackman told the board the county’s visitor survey estimated more than 3,000 people used the lake last year and that the dock is frequently used for fishing tournaments and recreational boating; commissioners cited public-safety concerns about loose or broken walkway sections and expressed support for repairing the structure quickly if funding and specs check out.
Outcome No formal vote to commit county funds occurred at the meeting. Commissioners directed staff to: - Obtain photographs and a detailed specification sheet for the quoted dock and walkway; - Ask the City/Marina contacts in Council Grove for comparable bids and vendors; - Return to the board with cost options before any county payment is authorized.
