Meridian City Council on July 22 approved the preliminary plat for Mogul Industrial Park, an 88.2‑acre, phased industrial subdivision in north Meridian near the northwest corner of Black Cat Road and I‑84. The preliminary plat creates 11 industrial building lots across three phases and preserves cross‑access and shared‑use provisions under the project’s existing development agreement and CC&Rs.
Nick (long range staff) told council the plat excludes parcels containing two Saint Luke’s buildings that are already under construction and confirmed the plat will be executed in phases to match building construction. The city and ACHD previously required portions of the project’s Grand Mogul east‑west collector and related frontage improvements; part of Grand Mogul has already been constructed and deeded to ACHD, Nick said.
The main outstanding technical issue discussed at the planning and zoning hearing — and addressed in staff’s revised condition — was the future alignment of a north‑south collector that must ultimately connect across Franklin Road. Staff recommended and the planning commission agreed to a condition that allows the city, ACHD and the applicant to coordinate the final alignment before the phase‑3 final plat rather than fixing a single alignment now. That change recognizes uncertainty about development on land west of the site while preserving the city’s requirement that a logical collector alignment be established before the final plat for the last phase.
Jason Densmer of The Land Group, representing the applicant, said the project has already completed frontage work on Black Cat and constructed about one‑third of Grand Mogul; the subdivision will allow orderly phasing and continued construction of light industrial buildings. Planning staff recommended approval with conditions; the planning and zoning commission recommended approval with minor edits to conditions; council voted unanimously to approve the preliminary plat with the recommended conditions.
Ending: The approval clears the way for phased final plats and continued construction subject to the development agreement, CC&Rs and coordination among the applicant, city and ACHD on the final collector alignment when later phases are platted.
