The draft also permits the board president to appoint a non-member parliamentarian when helpful.
The committee voted to recommend the rules-of-order revisions for first reading and to move the item forward; the motion carried, 3-0.
The revisions are designed to reduce procedural uncertainty at meetings (for example, clarifying when motions must be seconded at committee level versus full board) and to provide each member a copy of the current rules. Committee members said the changes aim to increase efficiency without preventing substantive discussion.
