Riley County approves RFP release for Health Department EMR replacement; staff emphasize data migration and quality control

Riley County commissioners on July 17 approved issuing a request for proposals to replace the Health Department’s electronic medical records (EMR) system, clearing the way for vendor bids and a planned procurement and implementation process.
County IT staff and health-department leaders told the board the county is one of the few jurisdictions still using the current EMR product and that vendor support and service levels are trending away from the county’s existing system. The Capital Improvement Plan allocated $250,000 for the replacement project; commissioners approved releasing the RFP and an aggressive schedule that seeks contract starts in October and a possible early-spring implementation if vendors can meet timelines.
Health-department and IT staff emphasized data migration as the most sensitive part of the project. The county’s IT staff said they will supervise and quality-check the migration and that several vendor candidates already have experience migrating customers from the county’s current system.
The board approved the RFP motion by voice vote. County staff will publish the RFP, accept proposals and use a scoring process that includes reference checks with existing vendor customers.
Why it matters: The EMR is a core application for public-health operations. Replacing it affects client records, billing, and day-to-day public-health workflows. Staff emphasized prioritizing a quality migration over speed to avoid data loss during vendor transition.
What comes next: The RFP release was approved with an immediate release proposed for the day after the meeting. Health Department staff will manage vendor communications and returns; IT will assist with scoring, reference checks and data migration planning.
