Council approves series of ordinances, appointments and routine items

The Washington City Council on July 21 approved a package of ordinances, appointments and routine consent items, city staff said.

The council voted to: continue the city’s banking depository with the Bank of Franklin County and allocate balances above $5,000,000 to an ICS arrangement with the Bank of Washington; approve a sublease with Aging Ahead (a Missouri not-for-profit) for space at the senior center at $12,000 annually; adopt ward boundary adjustments to move roughly 100 residents from Ward 3 into Ward 1 to meet population-balance requirements; add and codify multiple traffic and parking code changes (including new stop-sign locations, removal of an obsolete two-hour parking restriction and formalizing existing pedestrian crossings); confirm appointments and reappointments to local boards and approve the list of special police officers for the annual fair. City staff said the finance committee reviewed the banking proposals and recommended the depository and ICS split.

Council members moved and seconded each item by individual ordinance or consent motion; the council recorded aye votes for each item and no opposing votes were recorded in the meeting transcript excerpts. City staff said they will notify residents affected by the ward change and that some services tied to ward assignment (for example, large limb pickup) may follow adjusted schedules.

Several items — including the Stonehaven Lot 2 final plat and related rezoning and the 620 Jefferson Street rezoning — were the subject of separate public hearings and are covered in standalone articles.

The meeting also included the mayor’s report, a reminder about upcoming tax-sales-tax renewal committee meetings and notice of an August 18 budget workshop prior to the council meeting.
