Osceola County Board approves Purdue settlement authorization, bridge right-of-way, levy rates and several routine items

The Osceola County Board of Supervisors approved a slate of routine and policy actions, including authorization for the county attorney to proceed with a Purdue settlement discussed in closed session, approval of a right-of-way purchase agreement for the F-10 Bridge, renewal of an IT services contract, adoption of levy rates for fiscal year 2025-26 and other routine approvals.

The board said Premier has performed well and that remote support capabilities reduce the need for a full-time, in-house IT person.

Supervisors approved Resolution No. 22526, designating voting representatives for the Iowa State Association of Counties (ISAC). The roll-call portion of the meeting recorded affirmations of "aye" by supervisors during that vote.

As region-level mental-health transition work continued, the board approved a dissolution agreement for Care Connections of Northern Iowa (a 28E intergovernmental agreement) as part of the region-to-district transition; the board moved, seconded and approved the dissolution.

The board approved levy rates for fiscal year 2025-26 following a motion and second; supervisors voted in favor by voice vote. During the levy discussion staff referenced that this would be the first year that certain debt-service items appeared on the levy and noted some items were accounted for under the school debt-service levy.

The board approved closing the courthouse from 8 a.m. to 10 a.m. on Sept. 17 for an active-shooter training exercise led by the sheriff’s office (trainer identified as Austin Butler). Dickinson County requested permission to use Osceola County’s UEI/CAGE number for FEMA paperwork on joint drainage districts; the board approved giving Dickinson County authorization so Dickinson can process FEMA funding paperwork on the county’s behalf.

Claims were approved, including two claims to Boswell Water Service (claims 202 and 286) by motion and support; the board approved the remainder of the submitted claims in a subsequent motion.
