Zion council approves consent items, leases and licenses; tables one zoning item
Summary

The Zion City Council on Aug. 19 approved a package of consent and action items, including the approval of minutes, payment of city bills, staff-recommended contracts and licenses, and a lease renewal. The council also tabled one zoning item to the next meeting and heard departmental updates.
Key council actions (roll-call votes on each item are recorded in the official minutes):
- Approval of minutes from the Aug. 5, 2025 regular meeting and non-release of closed-session minutes from Aug. 5, 2025.
- Approval of bills and vouchers numbered 149746 through 149832 drawn on Huntington National Bank totaling $888,971.60.
- Ordinance to increase the annual salary for the director of economic development (item 7a): motion approved by roll call; clerk announced "Motion carries 5 to zip." (Motion: approve salary adjustment effective Aug. 5, 2025.)
- Intergovernmental agreement between the City of Zion and the Zion Park District to facilitate a land swap for construction of Fire Station 2 (item 7c): council approved the IGA; motion carried by roll call.
- Pitney Bowes postage machine five-year lease renewal (item 8e): approved; presenter described the machine as the City Hall postage machine used by staff.
- GreenPay utility-billing online system to allow residents to view and pay utility bills online (item 8f): approved; staff said residents may opt in to receive bills electronically and that the change could modestly reduce postage costs for accounts that go paperless.
- Two retail liquor licenses for Sandhills Gaming LLC: a Class K retail license for Lucky Jacks Gaming Cafe at 2256 Sheridan Road (item 8g) and a Class A4 retail license for Dina's Italian Deli at 3235 Sheraton Grove (item 8h): both approved following review by the Liquor Commission; the petitioner for Dina's answered commissioner questions about operations and marketing plans.
- Zoning docket 25 Z 11: variance to permit a garage exceeding the principal structure's height (item 8b): Planning and Zoning recommended approval; council approved the variance.
- Zoning docket 25 Z 12: rezoning of 1128 Shavo Boulevard from HB (Highway Business) to R-13 (single-family residential) (item 8c): Planning and Zoning recommended approval; council approved the rezoning.
- Item 8d (a Kenosha Road-related PUD matter) was tabled earlier in the meeting and later—after extended discussion—was the subject of a separate council vote (see separate article on the Kenosha Road PUD). The council also offered to meet with petitioners and staff after the meeting to discuss procedures for amended filings.
Departmental updates and public-safety notices
- Police and fire chiefs advised residents about rising phishing and scam attempts, urging people not to click suspicious links and to contact the police department for assistance. A resident reported a suspected fraudulent Western Union call and provided a number he said was fraudulent.
- Fire Department representatives said a new ambulance is on order and inspectors will travel to North Carolina next week for final inspection; delivery expected within two to three weeks.
- Public Works will shortly complete installation of several "Welcome to Zion" signs designed by high school students; staff said Mayor McKinney's name will be added after final fabrication.
The council moved into a closed session at the end of the meeting pursuant to 5 ILCS 120/2 for the discussion of pending or probable litigation, sale or purchase of real estate, collective bargaining, legal counsel, and personnel matters.
