Spring ISD’s chief of district operations presented the third and final guaranteed maximum price package for the new Spring High School and briefed the board on a requested blanket easement from CenterPoint to install site utilities.
Why it matters: the new campus is a major capital project for the district. Final GMPs and utility easements set construction scope and costs and determine how the district coordinates with utility providers and neighbors during construction.
GMP presentation and project features Chief of District Operations Mark Miranda introduced the final GMP for the new Spring High School and said the project remains within the district’s budgeted plan. He described campus features the district plans to build, including state‑of‑the‑art CTE spaces (automotive/aviation labs), a culinary arts lab and bistro, ROTC facilities, an ag barn, separate gym and dance spaces, an indoor covered all‑weather practice facility, a competition‑grade track and field complex, a district‑grade pool, and a network of internal drives to manage campus traffic.
Board questions: trustees asked about comparative cost levels and about specific qualifications/exclusions listed in the GMP documents. The administration said the figure presented is the contract GMP on the record and that the construction approach created efficiencies compared with piecemeal renovations on the existing site.
CenterPoint blanket easement discussion The board also reviewed a proposed “blanket” utility easement requested by CenterPoint to allow installation of primary electrical services during the construction phase. Staff said the blanket easement enables CenterPoint to place temporary lines and equipment quickly; once utilities are routed and surveyed, the district will convert those blanket locations into final, dedicated easements with recorded legal descriptions.
Trustees raised a question about the word “perpetual” in the easement and whether the district was committing property rights “forever.” District counsel and staff explained that the blanket instrument is standard CenterPoint form language permitting installation during construction, and that final dedicated easement descriptions will be recorded once locations are surveyed. Staff also confirmed that the primary service route for the site is outside the district’s mapped hundred‑year floodplain and that most campus service lines near the buildings will be installed underground.
What the board will decide later No final board action authorizing the GMP or centerpoint easement was recorded in the work session discussion excerpt. Staff said additional approvals and final recorded easements will follow district process and be brought forward as required.
Ending Trustees thanked the architects and district staff for the presentation and asked for follow‑up materials clarifying exclusions, schedule and any owner costs not included in the GMP packet.
