City staff told the Columbiana City Council that upgrades to the municipal sewer treatment plant are advancing and that the city is working with the Alabama Department of Environmental Management to close a State Revolving Fund supplemental loan for about $42,000,000 to continue the project.
The city announced plans to close Depot Street beginning about Sept. 8 for up to six weeks to replace a culvert and relocate sewer lines related to the work. City staff said the closure will include a detour routed via Collins Street and that the sewer relocation should not disrupt traffic on Depos Creek; the city has notified the school system of the route and will publish detour maps on the city's website and Facebook page before school starts.
City staff said contractor quotes are in the competitive range and that work is expected to start promptly. Officials briefed the council that signage will warn drivers in advance (1,000 feet and 500 feet, as described by staff) and that local access to the area around the post office and the church will be affected during construction.
Staff asked residents with school-related travel patterns to note the detour because Depot Street is commonly used as a school cut-through. During the discussion staff also said they met with the contractor and with county and school representatives to reduce traffic disruption. No formal council action or vote on the construction contract was recorded in the transcript.
The council did not identify additional funding sources in the public remarks beyond the ADEM SRF supplemental loan and the financing alternatives presented earlier by an investment banker during a special session; council members asked staff to post detour and school-route information online and to continue coordination with the school board.
