Marathon County Board approves CIP list; adopts resolution seeking state help on income maintenance costs; appoints Endres to CDBG board; memorializes former su

The Marathon County Board of Supervisors voted on several routine and policy items at its Aug. 26 adjourned organizational meeting in Wausau.

The board approved the 2026 Capital Improvement Program (CIP) project list under Resolution 57-25. The item was presented by the Human Resources, Finance and Property Committee and passed on a motion by Supervisor Robinson, seconded by Supervisor Lemmer. The board recorded no opposition; the motion was carried unanimously.

The board also passed Resolution 58-25, a resolution calling on the state of Wisconsin to provide funding to counties to support increased administrative functions within the income maintenance program. Supervisor Covelli moved the resolution; Supervisor Zhang seconded. Supervisor Robinson explained the intent: federal support currently covers about 75% of administrative costs, and a proposed reduction would lower federal support to about 50 percent. Robinson said Wisconsin is one of 10 states where counties administer income-maintenance functions and that the resolution asks the state legislature to make up the shortfall. The board carried the resolution with one no vote and one abstention.

The board appointed Supervisor Nicholas Endres to serve as Marathon County's designee to the Community Development Block Grant (CDBG) housing regional board to complete a term ending with the current county board term; the appointment replaces Supervisor Kim Ungerer. The motion to appoint Endres was moved by Supervisor Morash and seconded by Supervisor Zhang and carried unanimously.

The board read and entered a memorial honoring former Supervisor Gary Gisselman, who died Aug. 9, 2025, at age 82. The memorial recounts Gisselman's service as a librarian at the Marathon County Public Library from 1970 until his 2005 retirement; his election to the Wausau Common Council in 2006; and his service on the Marathon County Board representing District 5 from 2006 to 2014 and again from 2022 until his passing. The memorial was moved by Supervisor Zhang, seconded by Supervisor Robinson and adopted unanimously.

Other routine consent-agenda items were approved earlier in the meeting by unanimous vote. The board adjourned following several brief announcements and scheduling reminders.
