County approves $19,171 change order to repair Saint Croix Bluffs Hilltop shelter roof

The Washington County Board of Commissioners on Aug. 26 approved change order number 8 to contract 17115 with Parkos Construction for $19,171.80 to repair weather‑related damage found during construction at the Saint Croix Bluffs Hilltop park shelter.
Alan Brandt, construction engineer with the county’s Public Works Department, described the Hilltop Improvement Project as a multi‑package effort. Bid package 4 — the contract at issue — covered construction of a new restroom building and park shelter improvements. The low bid for that package was $550,600; the project included a 7% contingency. Brandt reviewed seven previously approved change orders and explained that the current change order is for roof repairs that became necessary after uncovered water‑damage was found once shingles were removed.
Brandt said the shelter work required repairing truss tails, installing fascia and shingle strips, and applying an ice and water shield across the roof before re‑shingling. He described the work as necessary and cost‑effective to extend the life of the shelter roof. The change order amount, when combined with prior change orders and the original contract, resulted in an adjusted contract value of $600,415.
Project funding for Saint Croix Bluffs comes from Metropolitan Council grants. Brandt reported total project construction expenses of $1,796,302 and total expenses to date of $2,192,005, leaving a remaining project balance of $63,295.
Commissioner Bigham moved to approve change order 8; the motion was seconded and passed on a 5‑0 roll call.
