Parks committee authorizes tiny library, extends Tompkins Park hours and assigns community garden plots

The South Padre Island Parks Committee voted to authorize a tiny library at Butterfly Park, extend official hours at John L. Tompkins Park to 7 a.m.–10 p.m., and assign four community garden plots during a meeting that included a parks maintenance update and discussion of lighting and neighborhood impacts.

Committee members heard a parks-maintenance briefing from Ms. Hoffman, who described recent work on skate-park cracks, sprinkler repairs at the pickleball courts, and ongoing weeding and bed maintenance across island parks. Hoffman said staff submitted a grant application to Texas Parks and Wildlife on Aug. 1 to seek improvements to Water Tower Park and that the parks department maintains an annual maintenance budget line of $15,000 for sprinkler parts, mower maintenance, seed and similar supplies.

“Water Tower Park on August 1, I submitted the grant application to Texas Parks and Wildlife for us to improve that park,” Ms. Hoffman said during the presentation. She also described work at Turtle Park’s gazebo, reporting that the builder advised waiting six months before painting treated lumber to extend the structure’s life.

Girl Scout Troop 2075 of Greater South Texas presented a proposal to sponsor a tiny library at Butterfly Park, and committee members voted to authorize placement and upkeep. Evianne Infante, who identified herself as representing the troop, said they had been collecting books and were excited to manage the box.

“Hello. My name is Evianne Infante here with 2075 Girl Scouts of Greater South Texas. Here to propose the idea of a little library,” Infante said. Other troop members spoke in support and the committee confirmed that artist Christina Salazar has agreed to paint the box; staff will provide hinges and sealing.

The committee also debated and approved extending official hours at John L. Tompkins Park. Staff described new, timed lighting purchased for the skate park and said the police department recommended 10 p.m. as a closing time. Hoffman noted that gate locking is performed by the police and that parks staff work daytime shifts; the committee discussed neighbors’ concerns and potential seasonal signage for differing summer and winter hours.

“We’ve ordered some lights to put at the skate park, so that we can keep the park open until around 10 at the police department’s suggestion. 10 is a good time,” Hoffman said. Committee members and staff stressed that additional lighting may be needed for playground areas and the parking lot if the park remains open later, and they flagged potential impacts to nearby residents and bird habitat.

Members also approved assignment of four of the five community garden boxes at Butterfly Park to applicants and agreed to confirm the fifth plot when another applicant steps forward. Staff said the assigned gardeners will manage their boxes from August through Jan. 26 and that irrigation control is adjustable per plot.

Other routine items included approval of earlier meeting minutes, authorization of two member absences from a June special meeting, and selection of yard-landscape winners for July–August; those actions were taken without extended debate.

What’s next Staff will work on placement and sealing of the tiny-library box, coordinate with artist Christina Salazar on painting, and support the Girl Scouts’ stocking plan. For John L. Tompkins Park, staff will install timed lighting and assess whether additional fixtures are needed for playgrounds and parking; the committee noted that any proposal to keep the park open past 10 p.m. would likely require neighbor outreach. The Water Tower Park grant award is pending review by Texas Parks and Wildlife.
