Bay County approves small-scale land-use and zoning change for 15233 Racetrack Road

Bay County commissioners on Aug. 19 approved a small-scale comprehensive plan amendment and corresponding zoning change for a 20-acre parcel at 15233 Racetrack Road in the Youngstown area.
Wayne Porter of the Bay County planning staff told the board the Bay County Planning Commission held a public hearing on July 15 and voted to find the proposed land-use and zone change consistent with the comprehensive plan and the county’s land development regulations. The request would change 20 acres from an "AG — agriculture timberland" future land use designation to "agriculture" and change zoning from Ag2 (agriculture timberland) to Ag1 (general agriculture).
Staff said the property historically was a dirt-surface racetrack and, except for a small northwest corner, has been cleared. Planning staff also noted nearby parcels smaller than 20 acres are already used for residential purposes and that the parcel meets bulk regulation requirements for AG1 zoning per table 9.1 of the land development regulations. No public comments on the request were received by staff prior to the hearing. The board conducted a public hearing and, following a motion and roll-call vote, approved the requested amendments and adopted the ordinances authorizing the changes.
The board’s action followed the planning commission recommendation and staff review; the approval allows the owner to seek development consistent with Ag1 standards and applicable county regulations.
