Bay County approves $2.18 million contract for Titus Road–County Road 2321 intersection improvements

Bay County commissioners on Aug. 19 approved construction and construction engineering and inspection (CEI) contracts for the Titus Road and County Road 2321 intersection improvement project.
Public works staff told the board the invitation to bid for the project was advertised June 16 and June 23, 2025, with a mandatory pre-bid meeting June 25. Staff said Robertson Roberts Inc. was evaluated as the lowest responsible bidder for the construction contract and recommended award of the work in the amount of $2,183,067.92. Staff also recommended approval of a CEI task order to Mott McDonald Inc. in the amount of $230,065.
The board voted to: (a) award the construction contract to Robertson Roberts Inc. for $2,183,067.92; (b) approve the CEI services task order to Mott McDonald Inc. for $230,065; and (c) authorize the chairman to execute the contract, the task order and any contract modifications as approved by the county attorney. The items were approved by roll call vote.
Keith Bryant, public works project presenter, summarized the procurement steps and confirmed Robertson Roberts was the lowest responsible bidder. Commissioners on the dais said the project addresses a growth area and will improve traffic flow at an intersection that has seen increasing volumes.
The county attorney and the county manager remained available to finalize contract documents and to review any legal changes before execution. Staff said the county would coordinate with the Florida Department of Transportation on elements that require state involvement.
