Manila council adopts move to codify Article 5 updates; schedules public hearing on water conservation plan

That suggestion received general assent from the council and was carried into the motion to adopt Article 5 into the ordinance process.
The council also scheduled a public hearing next month on the town's water conservation plan. Town staff said Sunrise Engineering's draft asks the town to aim for a 21% reduction in water use; staff reported the town had already achieved an 18% reduction under prior efforts. Staff additionally said SCADA meter upgrades and new towers (expected online in the weeks after Labor Day) will allow customers to check usage more frequently and help detect leaks.
The actions taken at the meeting were procedural: Article 5 will be formally inserted into the town's ordinance cycle for the required public-notice and hearing steps, and the water conservation plan will be presented at a public hearing next month.
