Finney County commissioners authorized paying half of a proposed $5,000 marketing campaign to promote four new recruitment and livability videos produced with the Garden City Area Chamber of Commerce, splitting the cost with the county’s Convention and Visitors Bureau (CVB).
Cheyenne Wooster, the county’s communications and engagement coordinator, presented four finished videos created with Garden City Area Chamber of Commerce and Collins Media to promote livability, essential services, retail/restaurant options and recreation. Wooster said the initial grant funds covered production costs and left no budget for paid distribution; she presented four alternatives, including a no-cost social sharing plan and multiple levels of county spending and matching.
Micah Bunch, president of the Garden City Area Chamber of Commerce, told commissioners the business community could use the videos as recruitment tools and said the chamber had some marketing dollars available. Finney County Economic Development staff also described the county’s status in the Kansas Rural Opportunity Zone program and emphasized digital distribution and targeted ads as efficient ways to reach potential new residents.
Commissioners debated whether the county should provide seed funding and whether partner entities (city, school district, community college, hospital, employers) should be asked to match county funds. The motion carried to fund one-half of the proposed $5,000 campaign from county sources and one-half from the CVB. Commissioners asked staff to coordinate with partners and bring back specifics on partner contributions and deployment plans. The county will also proceed with a no-cost distribution plan through county and partner social channels.
The county emphasized the videos are intended primarily as recruitment and economic-development tools rather than tourism-only materials; staff will create a distribution “toolbox” and propose next steps to the commission.
