Finney County commissioners authorize $62,916 for additional design work on Ravana Bridge replacement

The Board of County Commissioners voted to authorize a supplemental agreement with Wilson and Company to complete additional preliminary engineering work for the Ravana Bridge replacement under the Kansas Department of Transportation (KDOT) off-system bridge program.
Mackenzie Phillips, development administrative coordinator, told commissioners Finney County was awarded $900,000 in KDOT off-system bridge funds for construction and construction engineering for the Ravana Bridge, but the grant does not cover design, utility relocation, or right-of-way acquisition. Wilson and Company previously completed a preliminary design in 2024 before the county had KDOT funding; KDOT requires additional plan submittals and reviews when federal funds are involved.
Jeff Holstee of Wilson and Company explained that the supplemental agreement covers the additional plan review submittals (field check, office check, and PS&E) and minimal design revisions required to meet KDOT’s process. The supplemental agreement totals $47,916.01; Phillips said the county’s additional anticipated fiscal impact, including estimated utility relocation (~$10,000) and right-of-way (~$5,000), is approximately $62,916.01 and that the original preliminary-design contract for $61,407 had already been paid.
County staff recommended approval. Commissioners asked whether funds were available and were told the cost could be paid from either the broader bridge fund or the special highway fund; the commission moved to and approved paying the $62,916.01 from the special highway fund. The motion carried with no recorded dissent.
Phillips noted the KDOT award covers 100% of construction and construction engineering up to $900,000, but the county remains responsible for preliminary engineering, utility relocation, and right-of-way costs. No construction contract was executed in the meeting; this action authorized the supplemental design agreement and the county funding source.
