Garden City resident urges Finney County to repair alley connecting Massey Ferguson and Boots roads

Ruth Johnson, a property owner in Finney County, told the Board of County Commissioners that an alley connecting Massey Ferguson Road and Boots Road has not been maintained for years and is causing hardship for residents of an adjacent mobile home park.
Johnson said she and her husband have used the alley and adjacent county roads for more than 40 years and that maintenance declined after the mobile home park changed ownership. “They said they could grade the west exit of the alley because the trailer park was required to have two exits, but they weren't going to do the east end of it,” Johnson said. She added county staff previously told her the road was private; she said it is not and that she has repeatedly sought repairs since October of the prior year.
The county sent a grader at one point, Johnson said, but the machine did not work on the alley; she said a county worker told her “we're not supposed to do that, that that's not a county right away.” Johnson also said a county representative who inspected the site agreed the condition was bad but that no repairs followed. “All I can get is excuses and, oh, yeah, yeah, yeah. We'll fix it. And they don't do a thing,” she said.
Johnson showed photographs to the commission illustrating deep ruts and an informal roadway through her property where mobile home park residents had driven to avoid holes. She said some trees now force a drift in the road and questioned why tax dollars were not resolving the problem for residents with limited route choices.
The commission heard Johnson during the public-comment portion of the meeting; no immediate directive or formal action was recorded on the transcript. The commission acknowledged her presentation and thanked her for appearing.
