City Administrator James Stinchill informed the board that the municipal building experienced a failure of its heating and cooling system and staff authorized an emergency repair that used a replacement pump rather than replacing the entire unit.
Stinchill said the initial estimate to repair the unit had been about $40,000 and that a full replacement would have been between $60,000 and $75,000. A repair technician located a replacement pump for $10,910, which Stinchill said kept the system operating and reduced cost substantially. Stinchill noted the repair exceeded $10,000, so he recorded it for the council because staff could not wait to bid the work in an emergency.
Separately, council members heard an update on the Tanner Building senior center kitchen permit. Staff said the state health department has requested proof of payment responsibility for water and sewer (a utility bill or letter from Newport Utilities) and certain floor-plan details (refrigerator and oven locations, dimensions) before issuing the permit. Presenters said the building is city-owned and that the city pays utilities for the facility; staff asked the finance/utility office to supply the requested documentation to the health department contact, Michael Hatfield, or to city staff to forward.
