Staff reported the Development Review Committee recommends approval with conditions, including that the proposed operations shall not block access or vehicular circulation within the property and that non‑active trucks be parked in the indicated overnight parking location. Staff said the applicant already holds an SUP for another location for office operations and seeks to add on‑site training in Grand Prairie.
Commissioners asked about proximity to residential lots and whether idling would be a concern. Staff noted a city ordinance limiting vehicle idling (staff described it as 15 minutes within 300 feet of a residential structure) and that code enforcement or public health could enforce limits if trucks idled near residences. Staff said two letters of opposition and one letter of support were received; one opposition raised concern about prolonged engine idling.
Staff said cones would be used to block training areas and that staff did not expect permanent signage for those cones; they also said classes would clean up cones after sessions. Staff recommended the conditions noted above to minimize circulation impacts and to require overnight parking in the designated area on the site plan.
